The Russian Federation
The AHRF is among the legal entities selected for the sale of federal property even in 2010, becoming the first private company that specializes in holding auctions in this segment.
At the beginning of 2013 on the basis of the Order of the RF Government of 31.01.2013 №101-p the AHRF received the first blocks of shares for sale. To try a new approach Rosimushchestvo has selected about 30 blocks of shares, average volume of which is 20-30% of the registered capital stock. These assets have been exhibited in the market, but attempts to sale them have not been successful. The total amount of transactions according to the results of 2013 – 1.9 billion rubles made almost a third of the state budget revenues through the mass privatization in 2013 (excluding the sale of blocks of shares of large companies).
For the beginning of 2015 the total amount of transactions made was 2.8 billion rubles.
The result of the AHRF work was highly appreciated by the Federal Government. Currently the AHRF work on carrying out a new contract, according to which the Auction House was transferred about 200 state-owned blocks of shares to be sold.
The AHRF was engaged in the sale of Moscow property within the framework of privatization from October, 2011 until February, 2013. During this period, in the interests of the Moscow treasury deals were made for the amount of 20.7 billion rubles.
In November 2013 the Auction House of the Russian Federation signed a five-year contract to sell the property of Moscow Region. Under the contract the AHRF will be holding auctions to sell assets within the framework of privatization as well as bidding on land plots and rights to lease land plots owned by Moscow Region.
Khanty-Mansiysk Autonomous District – Yugra
The Auction House of the Russian Federation has been acting as a seller of the state property of Khanty-Mansi Autonomous Area – Yugra since 2011. Totally during the period of cooperation with the Khanty-Mansi Autonomous Area the property was sold for the amount of more than 16.8 billion rubles.
The joint project of the Saint Petersburg Administration and the Auction House of the Russian Federation – an e-privatization was carried out at the Lot-online electronic trading facility of the AHRF from October, 2011 to December, 2013. During this time at online auctions urban assets were sold for the amount of 1.91 billion rubles.
Since July 2014 the Auction House of the Russian Federation is the official seller of the privatized property of the city of Kazan. OJSC AHRF got these authorities on the basis of the results of competitive selection under the Federal Law 44-ФЗ.
Ministry of Defense
In November, 2013 the Auction House of the Russian Federation won the tender for the sale of movable property of the Ministry of Defense of Russia. During 2014 the AHRF held 393 auctions for a total amount of 1.12 billion rubles. In fact at the auctions were sold scrap of ferrous and non-ferrous metals – depreciated military, engineering, automotive equipment and vehicles. During preparation for the sale the property was brought into condition of scrap metal to exclude the possibility of using it for its original purpose.
In 2014 the AHRF won the tender for the choice of the seller of released property, owned by the Holding. On the basis of the tender results, according to which the AHRF will hold the auctions for the sale of movable and real estate assets, land plots and industrial objects, as well as shares in registered capital of the companies – the members of the Holding. The contract is concluded for 3-year period. Besides, the AHRF won the tender for holding auctions on renting the JSC Garrison property.
Sberbank of Russia
Sberbank of Russia is one of the regular customers of the Auction House of the Russian Federation. The AHRF cooperates with the largest state-owned bank on the territory of the Russian Federation , selling its non-core assets , including those in the framework of bankruptcy procedure , and debentures. Clients of the AHRF are Sberbank of Russia itself and its regional subsidiaries. In addition, under the agreement and in the interests of Sberbank, the AHRF efficiently sales private property pledged in the bank on the basis of extrajudicial procedure. All branch and representative offices of the Auction House of the Russian Federation are involved in working with the objects of Sberbank.
The Sberbank-Capital company was established in July, 2008 in order to manage the real estate objects, which become the property of Sberbank. In December, 2009 the AHRF and Sberbank-Capital entered into the first agreement on the sale of non-core assets of Sberbank at the auction.
Bank “Saint Petersburg”
OJSC “Saint Petersburg” Bank is one of the largest regional banks in Russia. The Bank operates on the territory of Saint Petersburg, Leningrad Region, Moscow, Kaliningrad and Nizhny Novgorod.
The first transaction took place in the interests of the bank in 2009. Since then the Auction House of the Russian Federation has been a permanent partner.
Binbank is one of the largest private financial institutions in Russia.
In November, 2014 the Auction House of the Russian Federation and OJSC Binbank signed a general agency contract for the sale of non-core assets of the bank.
OJSC “NITs EES” (a subsidiary company of OJSC “Russian Grids”)
OJSC Russian Grids (OJSC Rosseti) is the largest Russian Power Grids Company.
In June, 2014 the AHRF won the tender of OJSC NITs EES for the selection of a seller of non-core movable and immovable assets of Rosseti subsidiary companies. In accordance with the results of competitive tender the contract for the period of five years was concluded with OJSC AHRF. The first tranche of objects transferred to the AHRF for sale – 28 objects of real estate with total area of 181.2 thousand sq. m, located in the Central, Urals, Siberian, Southern, North-Western and Volga Federal Districts.
OJSC “FGC UES”
Federal Grid Company of Unified Energy System – the company created to manage the Unified National Power Grid of Russia. In August, 2014 the AHRF on a competitive basis was authorized to hold auctions for the sale of non-core assets of the company – movable and immovable property, land plots, shares in registered capital stocks of companies – members of OJSC FGC UES.
The agreement stipulates a long-term cooperation.
Work with objects offered for sale began in late 2014. By March 2015 there were 23 objects at different phases of preparation for biddings from different regions of the RF, including the large asset in Moscow.
OJSC Rosgeology is Russian geological holding which provides a full range of services related to geological survey. The AHRF has become an authorized seller of non-core assets of the Holding on the basis of the results of the tender, held in the summer of 2014. Three objects of real estate of the Irkutskgeofizika (Irkutskgeophysics) company were the first offered for sale. The total amount of their sale was 140 million rubles.
OJSC “Roscartography”OJSC Roscartography is Russian state-owned company, established in order to preserve, develop and provide the effective use of scientific and industrial potential of the unitary enterprises operating in the sector of geodesy and cartography.
In February of 2015 the AHRF on a competitive basis was authorized to hold auctions for the sale of non-core assets of OJSC Roscartography, as well as of its subsidiary and affiliated companies – movable and immovable property and rights for it.
OJSC “Russian Railways”
OJSC Russian Railways is the largest operator of the Russian railway network, one of the three largest transport companies in the world.
The Auction House of the Russian Federation cooperates with OJSC RZhD on the matters of unused property sale, which the company intends to sell at auction. Sales are carried out on the whole territory of Russia, the entire branch office network of the Auction House of the Russian Federation is engaged in the work.
“Gazprom” - a global energy company
The Auction House of the Russian Federation has been cooperating with the Gazprom global energy company since 2013. The AHRF provides the company and its subsidiaries with services for the sale of non-core assets at auctions.
Air Defense Concern “Almaz-Antei”
In 2012 the Almaz-Antey Defense Concern became the customer of the Auction House of the Russian Federation. The AHRF provides the concern and its subsidiary companies with services for the sale of non-core real estate. The assets throughout the RF are offered for sale at the auctions. The entire branch office network of the AHRF is involved in the work.
State Corporation “Rosatom”
The Rosatom State Corporation is the largest generating company in Russia, which provides 40% of electric power in the European part of the country. The AHRF provides the structures of Rosatom with services for the sale of non-core assets – real estate and securities. Regular cooperation within the framework of auctions holding has been going on since 2011.
Group of companies “L1”
L1 Group of Companies is the largest investment and construction holding in the north-western region. The Auction House of the Russian Federation renders the construction holding services on the effective auction sale of land plots. During the period of cooperation transactions were made for the amount of 3.7 billion rubles.
Construction company “Glavstroy-SPb”
The Glavstroy-SPb is one of the largest developing companies in the market of Saint Petersburg, a leader in housing construction in the region, included in the construction sector of one of the largest Russian diversified industrial group – Basic Element. The company became a client of the Auction House of the Russian Federation in 2013. On behalf of the Developer the AHRF held a number of auctions for the sale of commercial areas in Severnaya Dolina (North Valley) Residential Complex. All objects were sold with excess of the starting price. For a number of areas it is 1.5–2 times.
Federal Fund for Housing Development Assistance (RZhS Fund)
RZhS Fund is engaged in selling land plots for capital and, first of all, for housing construction throughout Russia. Within the framework of the agreements concluded the Auction House of the Russian Federation helps the Fund in this work, using its experience and its customer base.
